my idea (a work in progress, with admitted shortcomings):

a fixed amount of rep exists

by repping a user's post, you are giving them one of your own rep (an act of true generosity)

BUT

negging is effectively burning money—a user's rep can only be forcibly taken by destroying that rep, permanently

instead of repping, reply without quoting so it's tough to understand ccontext

Everyone gets 5 reps (up or down). Once you use em up you have to chose to "un-rep" one of the previous 5 repped posts. The posts are linked in your signature

How about this, we draw a lottery to see who gets the ability to neg, every month it changes.

The one person with the ability to neg is allowed to sell "rep hits" where, for a rep, they will neg a post of your choosing.
