i have a pair of very wide white mountaineering nylon pants with a deep pleat on the back of each leg, swooshy and raincoat like fabric. i'd say uncuffable; can't hold a cuff, every attempt turns into a series of jagged points? but maybe that falls under "not viscous enough"
