you can't but you can quote people and as long as it has [ quote = (username)] it'll notify them (so you could just put that in posts) (I made rjbman explain this to me too)

adding a lowercase L to the end of the number/letter string usually gets them to the right size e.g. xyz.jpg vs xyzl.jpg
